Waco Man Arrested for Murder After Deadly Gang Dispute Shooting

Waco, TX — A dispute between two gang members led to a fatal shooting at the Kate Ross Housing Project on May 13, 2024, resulting in the arrest of 20-year-old Kewon Demetri Briggs on charges of murder.

According to an affidavit, authorities were called to the 900 block of South 12th Street, where they discovered Anthony Powe, 23, lying unresponsive in a stairwell. Powe had suffered multiple gunshot wounds and was transported to a hospital, where he was later declared dead. An autopsy confirmed he had been struck by 14 bullets.

The investigation revealed that Powe was a member of the Popout gang and was shot outside an apartment known to be a hangout for the rival Rockout gang, of which Briggs was allegedly a member. Further inquiries identified Briggs’ pregnant girlfriend as the resident of the apartment, and it was learned that she had ongoing disputes with Powe.

Authorities say Powe had been visiting an apartment unit occupied by a known Popout gang supporter before the shooting occurred. Investigators believe that Briggs confronted Powe in the stairwell, as multiple 9mm cartridge casings and projectiles were recovered from the scene.

A Glock handgun was determined to be the primary weapon used in the shooting based on ballistic evidence. In June 2024, police stopped Briggs outside a bar and discovered he was carrying a 9mm Glock, which was later confirmed to be the firearm used in the incident. Further investigation revealed phone records that placed Briggs in the area of the shooting just before it took place and confirmed his possession of the weapon before and after the crime.

Despite avoiding multiple attempts by authorities to speak with him, Briggs was arrested on January 8, 2025. He is currently being held in McLennan County Jail on a $750,000 bond.

The case underscores the ongoing tensions between rival gang factions in the area and the tragic consequences of gang-related violence.
