Texas DPS advances Phase II of medical cannabis program, conditionally awarding three new dispensary licenses and adding 12 businesses to eligibility list

Texas – The Texas Department of Public Safety (DPS) has initiated Phase II of the Texas Compassionate Use Program (TCUP) expansion, selecting three new businesses for further due diligence. This follows Phase I in December 2025, when nine organizations were conditionally awarded licenses.

The three businesses moving forward in Phase II include GTI Texas, LLC dba RISE Dispensaries in Public Health Region 9, Texas Medica Collective, LLC in Public Health Region 4, and Cresco Labs Texas, LLC in Public Health Region 5. Conditional licenses require additional evaluations, including reviews of disciplinary actions, financial suitability, litigation history, and other information the department deems necessary.

Conditional licensees cannot cultivate, manufacture, distribute, or sell cannabis products until they receive final approval. DPS will request further information from these businesses and will not invoice license fees until due diligence is completed. The announcement does not guarantee that the businesses will receive final TCUP licenses.

Under House Bill 46, DPS will issue a total of 12 new licenses over two phases: nine in Phase I and three in Phase II. Businesses issued TCUP licenses must become fully operational within 24 months, or DPS will consider organizations from the license eligibility list as replacements.

Following Phase II, 12 organizations have been added to the TCUP license eligibility list: Sawtooth Texas LLC, Bluebonnet Technologies, LLC, Village Farms, LP, Lone Star Life, LLC, Texas Health Systems, Inc, MSC Lone Star, LLC, Bayou City Medical Dispensary, Sua Vaping Inc dba Vape City, Texas CMP, LLC dba Texas Apothecary, JG Texas LLC dba Justice Cannabis Co, Sage and Stone Holistics, LLC, and TheraTrue Virginia, LLC dba TheraTrue.

DPS continues to oversee the selection and evaluation process to ensure compliance with statutory and regulatory requirements under TCUP.
