Texas – The Texas Department of Public Safety’s Regulatory Services Division announced the upcoming launch of RSD Connect, a new online licensing platform designed to improve the License to Carry (LTC) program experience for applicants, license holders and instructors.
RSD Connect is scheduled to go live on Oct. 1, 2026. Once launched, LTC customers will be able to use the platform to apply for or renew a handgun license and check the status of their applications online.
The new system will also provide instructors with tools to create and manage handgun licensing courses.
DPS said a transition period will require scheduled downtime for online services while existing data is transferred to RSD Connect. Applicants and current users will need to meet several deadlines before the transition begins.
The last day to submit a new LTC application through the existing system is Sept. 12, 2026. The deadline to submit supporting documents for an existing application is Sept. 14, 2026.
Beginning Oct. 1, users will be able to access the new licensing platform through the Texas DPS website, and LTC applications will resume through RSD Connect.
DPS said the new platform is intended to provide a more streamlined online experience for people applying for or managing a Texas handgun license, while also giving instructors additional tools to manage licensing courses.
