Governor Abbott signs 1,155 bills, calls special session for July

Texas – Governor Greg Abbott finalized legislative actions from the 89th Regular Legislative Session this week, signing 1,155 bills into law and vetoing 28. The governor also announced a special session will begin Monday, July 21, with several previously vetoed or unsigned bills placed back on the agenda for further consideration.

In a statement, Abbott praised the Texas Legislature, Lieutenant Governor Dan Patrick, and Speaker Dustin Burrows for advancing his top priorities. “We delivered results that will benefit Texans for generations to come,” Abbott said. “This session has seen monumental success, but there is more we can do.”

All seven of the governor’s emergency legislative items were passed and signed into law. Those included:

  • Property tax relief

  • A generational investment in water infrastructure

  • Teacher pay raises

  • Expansion of career training programs

  • School choice legislation

  • Bail reform

  • Creation of the Texas Cyber Command

In addition to the legislative packages, Abbott signed the state’s 2026–2027 General Appropriations Act and a supplemental budget.

The governor also released a list of bills he vetoed or allowed to pass without signature that will be reconsidered in the upcoming special session. Those include:

  • Senate Bill 3, relating to regulation of hemp-derived cannabinoids

  • Senate Bill 648, concerning real estate recording requirements

  • Senate Bill 1253, dealing with fees and regulation of certain water projects

  • Senate Bill 1278, providing a legal defense for victims of human trafficking

  • Senate Bill 1758, regulating cement kiln operations near semiconductor plants

  • Senate Bill 2878, covering reforms within the state judiciary

Abbott noted that his administration and state agencies stand ready to work with lawmakers to finish key legislation that did not make it across the finish line during the regular session.

The special session’s full agenda is expected to be released in the coming weeks.
