Texas – Governor Greg Abbott announced a Texas Semiconductor Innovation Fund grant totaling $20,852,518 awarded to Applied Optoelectronics, Inc. for an expansion of its manufacturing operations in Sugar Land, Texas.
According to the announcement, the project represents more than $279 million in capital investment and is expected to create approximately 500 new jobs in the region. The expansion will increase the company’s production capacity for semiconductor chips and fiber-optic transceivers used in high-speed optical networking systems.
Abbott said the investment reflects Texas’ continued growth in advanced manufacturing and semiconductor production. He stated that the expansion strengthens the state’s position as a national leader in innovation and high-tech industry development.
Applied Optoelectronics, Inc., which was founded in Houston in 1997, specializes in the design and manufacturing of fiber-optic networking products. The company’s expansion in Sugar Land will focus on increasing production tied to semiconductor-based optical components, which are used in data centers and communications infrastructure supporting artificial intelligence and high-speed networks.
Company executives said the project will support both technological development and workforce growth. AOI Chief Financial Officer and Chief Strategy Officer Stefan Murry said the partnership with the state will help expand semiconductor and optical transceiver production while creating high-quality jobs and contributing to future data center infrastructure needs.
State lawmakers also highlighted the economic impact of the project. Senator Joan Huffman said the investment supports momentum generated by the Texas CHIPS Act and helps strengthen Fort Bend County and the greater Houston region as a hub for advanced manufacturing. Representative Suleman Lalani noted that the expansion reflects growing innovation in Sugar Land and emphasized its role in expanding opportunity and economic development in the area.
The Texas Semiconductor Innovation Fund, created under legislation signed by Governor Abbott in 2023, provides financial incentives to support semiconductor research, design, and manufacturing in the state. The program is administered through the Texas CHIPS Office within the Governor’s Office of Economic Development and Tourism.
State officials said the broader initiative is designed to attract semiconductor-related companies to Texas, expand higher education partnerships, and strengthen the state’s long-term leadership in chip manufacturing and advanced technology industries.
